A Method for Enabling V.90 Connections Over Universal Digital Loop Carrier Systems

This paper describes the "Universal Digital Loop Carrier (UDLC) Problem", that V.90 and other PCM modems suffer, that today prevents establishing high-speed data connections over network topologies that include UDLC's. It also presents a solution to enable V.90 calls over UDLC's, and describes some of the implementation details and their impact on V.90 call setup. The purpose of the paper is to inform the public about the method used, to discuss some results, and to solicit comments regarding the system, which is soon to be deployed in telephone company networks. It may be helpful to have a copy of ITU-T Recommendation V.90 on hand while reading this paper.
