Signalware Certified by Chinese Ministry Of Information Industry for Telecommunications Networks

2/19/2003 - Ulticom, Inc. (NASDAQ: ULCM), a leading provider of telecommunications signaling software enabling mobility, location, payment, switching and messaging services, has signed an agreement with Beijing Teamsun Technology Co., Ltd to market and distribute Ulticom's products and services within the People's Republic of China and the Hong Kong Special Administrative Region. Coinciding with the agreement, the Chinese Ministry of Information Industry (MII) has certified Ulticom's Signalware product for deployment within Chinese telecommunications networks. With these announcements, Ulticom strengthens its ability to serve the needs of Chinese telecommunications equipment manufacturers.

Teamsun, one of China's leading providers of system integration for software and hardware solutions, worked closely with Ulticom to secure the MII's approval. As a full-service distributor, Teamsun offers customers of Ulticom, sales, marketing, and local support. Teamsun will distribute Ulticom's complete product suite including Signalware SS7, Signalware SIGTRAN and Signalware SIP.

Receiving certification for Signalware by the MII assures customers of Signalware's interoperability and use within the Chinese telecommunications network. China's MII is responsible for formulating development strategies, regulations, and technical criteria for the public and military telecom networks. This includes approving telecom equipment and service licenses, supervising product quality, and drafting regulations for interconnection and settlement. MII's certification of Signalware opens the door to one of the world's fastest growing telecom markets.

"Teamsun is delighted to begin distributing Ulticom's products and services in the People's Republic of China and the Hong Kong Special Administrative Region," said Wang Weihang, General Manager, Teamsun. "Signalware is considered to be the most trusted signaling software in the world due to its unparalleled fault resilience, scalability and maintainability. This level of trust is vital in China. Our telecom industry is growing exponentially and Ulticom's products will play an important role in developing the market, and introducing new services in the country."

"We are pleased to begin the relationship with Teamsun and with MII's certification of Signalware for Chinese telecommunication networks," said Shawn Osborne, President and CEO of Ulticom. "Teamsun has a strong presence in the region, and they understand the value of integrated software and hardware solutions to lower development costs and simplify deployment of new services."

"China's burgeoning telecommunication equipment market is expected to generate revenue of more than US $20 billion in 2002, and local manufacturers are seeking an ever greater share of the pie," said Shiv Putcha, Analyst of Wireless/Mobile Asia Pacific at The Yankee Group. "Partnerships with local systems integrators like Teamsun, and product approvals through MII, are key to successfully penetrating and serving the Chinese market."
