2/7/2003 - Fujitsu Siemens Computers will supply the technical platform on which tomorrow's standardized applications for tax administration offices in the German Federal States will run. Europe's leading computer company has inked a cooperation agreement to this effect with fiscus GmbH, who will develop the new tax applications for the Federal and State Governments. The outline agreement for a strategic partnership, which was announced in Berlin, has a business volume of EUR 180 million and is set to run for ten years.
With this cooperation agreement, Fujitsu Siemens Computers is consolidating its position as the market-leading supplier of IT equipment to the public sector. The strategic partnership with fiscus GmbH includes the provision of a software platform on which the specialist tax applications will be developed.
As prime contractor, Fujitsu Siemens Computers will enlist the support of additional product and integration partners. The strategic partner Oracle, whose databases are already used in all tax administration offices throughout Germany, will play a key role in this project, supplying not only the database, but also the Oracle9i Application Server as a middleware component.
Expertise in Business Critical Computing
Fujitsu Siemens Computers will set up a Competence Center in Bonn, which will provide and further develop the technical application platform for the tax applications. The platform for operating these mission-critical procedures is based on a high-availability and high-performance system architecture. The specialist tax applications will be developed on PRIMERGY Intel-based servers and PRIMEPOWER Unix servers. In addition, Fujitsu Siemens Computers will provide support for the State Governments in the rollout and integration of the systems.
The contract was announced by Adrian v. Hammerstein, President & CEO of Fujitsu Siemens Computers, and Dr. Harald Noack, Chairman of the Supervisory Board of fiscus GmbH and Secretary of State in the Ministry of Finance of the State of North-Rhine Westphalia.
Ulrich Kemp, General Manager Sales Germany for Fujitsu Siemens Computers, went on to underline the significance of the contract for Fujitsu Siemens Computers: "With this order, we are not simply consolidating our leading position as a supplier of IT equipment to the public sector; the order also proves our competence in Business Critical Computing, namely in the development of solutions for business-critical applications. For Dr. Harald Noack the signing of this contract represents a further milestone in the standardization of IT-based tax administration procedures: "A federally uniform, consistent platform is the basis for universal tax administration processes throughout the Federal States. This will not only allow us to increase the efficiency of our processes and improve customer-friendliness but will also ensure considerable savings in administration."

fiscus GmbH began operation in April 2001. Its shareholders include the Federal Government and 15 State Governments. With its inception, the founders laid the cornerstone for a uniform and simplified tax administration. fiscus GmbH is headquartered in Bonn and currently has a workforce of some 250 employees involved in developing standard software for the Federal and State Government. The aim is to offer efficient portal solutions to tax administration authorities, taxpayers and tax consultants. The first standard software products from fiscus GmbH are already being piloted in real operation, with other states due to come on stream gradually in the course of 2003. The technical application platform supplied by Fujitsu Siemens Computers will also be piloted in real operation during this period. All in all, some 120,000 tax administration workplaces will use the standard software from fiscus GmbH.
